RUTHERFORD COUNTY, Tenn. - A groundbreaking pilot program in Tennessee is giving individuals in custody a renewed opportunity for success through workforce development, education, and personal growth. The Employment and Reentry Pilot Program, launched in January across more than 30 county jails statewide, is already producing measurable results, with the Rutherford County Correctional Work Center emerging as one of the program’s top-performing facilities. The initiative provides participants with Workforce, Education and Reentry Tablets, allowing them to complete job-readiness courses and skill-building programs while still in custody. Participants are required to complete at least 80 hours of training, earn a certificate of completion, and prepare for industry-recognized credentials designed to support long-term employment opportunities after release.

Among all participating facilities, the Rutherford County Correctional Work Center distinguished itself as the leading at-scale site. The facility achieved a 60.1% completion rate across 439 enrollments, outperforming every comparable facility of similar size. Rutherford County also recorded the highest weighted-output score among all Middle Tennessee pilot locations.
Notably, the Rutherford County Correctional Work Center accounted for 29.2% of all statewide program completions, despite representing only 23.5% of total enrollments. Officials say the numbers reflect strong participant engagement and the effectiveness of the structured reentry approach.
Rutherford County Correctional Work Center Superintendent William Cope reflected on the program’s impact.
“This program reflects a commitment to rehabilitation and long-term success,” Cope said. “By equipping individuals with practical skills and recognized credentials, we are strengthening not only their futures, but also the communities they will return to.”
