Rutherford County Voters Shake Up Local Leadership In Primary Election

MURFREESBORO, Tenn. (WGNS) - Local voters opted for change Tuesday night as several incumbents lost their seats in the Rutherford County primary.

In the race for County Mayor, Randy Allen secured the Republican nomination by defeating incumbent Mayor Joe Carr and County Commissioner Craig Harris. This marks a major victory for Allen, who previously ran for the seat twice as an independent candidate. Carr, a former State Representative who unseated Bill Ketron four years ago, fell short in his bid for a second term. Because no Democrats qualified for the August ballot, Allen is now the presumed successor to the mayor's office.

The shake-up continued at the judicial building where Jeff McKinney unseated incumbent Circuit Court Clerk Melissa Harrell. Harrell was seeking her third term in office but fell short as McKinney captured nearly 55 percent of the vote. McKinney is unopposed in the August general election.

The Sheriff's office is also preparing for a change in leadership following the retirement of Sheriff Mike Fitzhugh. Fitzhugh first took the helm in 2017 after being appointed to steady the department following the suspension and eventual federal conviction of former Sheriff Robert Arnold. After winning two full terms and serving nearly nine years, Fitzhugh announced last September he would not seek re-election in 2026. Lieutenant Kenneth Barrett secured the Republican nod to succeed him, earning 52 percent of the vote. He defeated fellow department Deputy Chief Steve Spence and veteran Murfreesboro Police Officer Trey Mansfield, a 33-year veteran with K-9 and SWAT experience. Barrett will face independent challengers Kevin Dodds and James Rankin in the August general election.

The Rutherford County School Board will also see significant changes after two incumbents lost their primary bids. In Zone 1, challenger Chuck Isbell defeated incumbent Tammy Sharp. In Zone 7, Julie Wishing unseated incumbent Frances Rosales. Zone 4 incumbent Katie Darby was the only board member on the ballot to retain her seat, holding off challenger Clarissa Smith.
