TBI Charges Lebanon Home Health Care Owner Following Multi-Year TennCare Investigation

LEBANON, Tenn. — If healthcare workers in the medical industry needed yet another reason not to defraud taxpayers, here's one more to add to the list. This reminder comes from Lebanon, Tennessee, where a recent investigation led by the Tennessee Bureau of Investigation (TBI) has just concluded. That investigation led to a 58-year-old female being apprehended shortly after a Grand Jury in Wilson County indicted the subject. 

Special agents with the Tennessee Bureau of Investigation have secured indictments charging a Lebanon woman with criminal simulation related to alleged TennCare fraud.

The investigation began in June 2023 after allegations surfaced involving the owner of a home health care business. During the probe, TBI agents determined that from January 2022 through November 2025, Kimberly Franklin (DOB: 1/14/1968) allegedly forged numerous documents to defraud TennCare, Tennessee's Medicaid program.

On January 14, 2026, a Wilson County Grand Jury indicted Franklin on five counts of criminal simulation. She surrendered to authorities on January 16, 2026, and was booked into the Wilson County Jail on a $15,000 bond.

Investigators believe Franklin may be linked to additional crimes involving other potential victims. The TBI is encouraging anyone who interacted with Franklin or who may have information relevant to the ongoing investigation to contact the agency at 1-800-TBI-FIND (1-800-824-3463).

As with all criminal cases, the charges and allegations are accusations only. Franklin is presumed innocent unless and until proven guilty beyond a reasonable doubt through the judicial process.

The TBI’s Medicaid Fraud Control Division receives 75% of its funding from the U.S. Department of Health and Human Services under a grant award totaling $11,616,724 for federal Fiscal Year 2025-2026. The remaining 25%, or $3,872,240 for the same period, is provided by the State of Tennessee.
