Murfreesboro, TN - After three decades of dedicated service, Teena Bigbee has officially retired as Director of Rutherford County Youth Services. Her farewell wasn’t just a goodbye—it was a heartfelt reflection on a career spent walking alongside young people and the colleagues who became her second family.
“Grateful is the word,” Bigbee said. “Grateful for every young person who let us be part of their story. They taught me far more than I ever taught them.”
Bigbee’s retirement marks the end of an era, but the department isn’t skipping a beat. Todd Savage, a lifelong Rutherford County resident, has stepped into the role of Director. Savage began his journey with Youth Services in 1997 as a Youth Services Officer, climbed the ranks to Assistant Director in 2004, and now takes the helm with nearly three decades of experience and a heart for the community.
“I’m deeply thankful for this opportunity,” Savage said. “Teena’s leadership set a remarkable standard, and I intend to carry that forward with integrity and dedication.”
Rutherford County Mayor Joe Carr echoed the sentiment, calling Bigbee “the heart of the department” and praising her role in guiding at-risk youth toward better choices. He expressed confidence in Savage’s ability to continue that legacy.
Youth Services plays a critical role in the county, carrying out Juvenile Court directives, supervising probation, coordinating public service work, and connecting families with crisis intervention and community resources. With Bigbee’s legacy and Savage’s steady hand, the department remains committed to helping young people rewrite their stories—one decision at a time.
