Smyrna Applauds Passage of Population Update Bill Supporting Fair State Funding

SMYRNA, Tenn. (WGNS) - A new state law spearheaded by local leaders promises to bring faster, fairer funding to Tennessee’s fastest-growing towns—without the burden of costly special censuses.

The Town of Smyrna is applauding the passage of House Bill 330 / Senate Bill 427, landmark legislation made possible through the efforts of Representative Robert Stevens and Senator Shane Reeves. The bill creates a more efficient and affordable way for municipalities to update population figures used in distributing state-shared revenues, including sales and use taxes.

“By allowing annual updates based on existing data, this legislation ensures that cities like Smyrna receive the funding we need to match our growth—without the delay and expense of a special census,” said Smyrna Mayor Mary Esther Reed. “It’s a win for smart governance and fiscal responsibility.”

Mayor Reed credited Town Manager David Santucci with bringing the idea to Representative Stevens, who successfully navigated it through the legislative process in just one session.

Historically, cities experiencing rapid growth have relied on special censuses to reflect their rising populations. The new method updates population estimates annually in between the federal census cycles, promoting more accurate and equitable distribution of state funds.

“This change benefits every growing community in Tennessee,” added Reed. “It allows us to allocate resources where they’re needed most and continue providing high-quality services to our residents.”

The Town of Smyrna expressed its gratitude to Representative Stevens and Senator Reeves for their leadership and commitment to forward-thinking policies that strengthen Tennessee municipalities.
