Lascassas Woman Arrested for Theft from Elderly Relative

RUTHERFORD COUNTY – A 60-year-old Lascassas woman is facing serious charges of financial exploitation, theft, and criminal simulation after an investigation by special agents with the Tennessee Bureau of Investigation (TBI) Medicaid Fraud Control Division. The investigation was prompted by a referral from Adult Protective Services in August 2024.

Agents began looking into allegations of theft and financial exploitation involving an elderly adult who was living in a care facility in Murfreesboro. During the investigation, it was revealed that between July 2023 and July 2024, property and cash belonging to the victim were stolen. Additionally, the victim’s checking account had been used for unauthorized purchases, and the victim’s name had been forged on a check. The investigation ultimately identified a relative of the victim as the individual responsible for these actions.

On January 6th, a Rutherford County Grand Jury returned an indictment against Jill Black Turner (born June 24, 1964). She was charged with one count each of Financial Exploitation of an Elderly or Vulnerable Adult, Theft of Property valued between $60,000 and $250,000, and Criminal Simulation. Turner was arrested by the Rutherford County Sheriff’s Office on January 13th and was booked into the Rutherford County Jail with a bond set at $20,000.

The charges and allegations mentioned in this release are merely accusations of criminal conduct and do not constitute evidence. The defendant is presumed innocent unless proven guilty beyond a reasonable doubt through due process of law.

NOTE: The TBI’s Medicaid Fraud Control Division receives 75 percent of its funding from the U.S. Department of Health and Human Services under a grant award totaling $10,782,912 for federal Fiscal Year 2024-2025. The remaining 25 percent, totaling $3,594,302 for Fiscal Year 2024-2025, is funded by the State of Tennessee.
