MURFREESBORO, Tenn. — The City of Murfreesboro’s Community Development Department announced the successful completion of all goals outlined in its 2024–25 Consolidated Annual Performance and Evaluation Report (CAPER), which covers July 1, 2024, through June 30, 2025.

“The City of Murfreesboro partners with the federal government to fund a wide range of public service activities including childcare, healthcare, job training, homeless services, and education programs,” said Community Development Director Robert Holtz. “We appreciate the qualified nonprofit and government agencies who partner with the City on these important projects and activities”.

The CAPER outlines the city’s progress using Community Development Block Grant (CDBG) and HOME Investment Partnership funds from the U.S. Department of Housing and Urban Development (HUD). These funds support projects that benefit low- and moderate-income residents through housing programs, social services, and fair housing education.

During Fiscal Year 2025, the city assisted 658 residents through public service grants, homeownership programs, housing rehabilitation, and fair housing initiatives. The report shows $708,428 in CDBG funds and $499,769 in HOME funds were expended for community-based improvements.

Key program accomplishments for the year include:

In total, Murfreesboro received $982,101 in CDBG funds and $409,794 in HOME funding for the 2024 program year. These funds also supported partnerships with local nonprofits to assist homeless individuals, persons with special needs, and other vulnerable populations across the community.

The annual CAPER submission is required by HUD to assess the city’s progress toward its five-year strategic plan and one-year action plan goals for housing, community services, and neighborhood improvement.
