Director of the Rutherford County Health Department LaShan Dixon is the Toot’s Outstanding Volunteer. She volunteers with the Heart of Tennessee chapter of the American Red Cross. In fact, she is the chairman of the local board. Her communications talents help communicate and motivate the goals of the local Red Cross. She also encourages other by being Mrs. United States of America.
